New Procedure for EMC 22

As from EMC 22, a new procedure will be put into place.

From each semi-final the top 8 placing countries will proceed to the final. The 9th country to qualify for the final, will be determined by an independent jury, of four people, who do not play in the EMC.

This is to try and give the contest a bit more excitement, and get an outside opinion of the songs. The independent jury will also rank the songs in the semi-finals and final, although this will not go towards the final results, this will just be to see their opinions.

After this edition, however, the jury may have more of a role within the contest, dependant on it's success.
